      <image:title>Landowner Programs - New Landowner Assistance</image:title>
<image:caption>Congratulations on becoming a landowner in Valley County! Whether you've purchased agricultural land, forestland, or a rural property, the Valley Soil and Water Conservation District is here to help you navigate the opportunities and responsibilities of land stewardship. New landowners often have questions about managing their property, understanding water rights, controlling noxious weeds, improving pastures, protecting streams, managing forests, or preparing for wildfire. Our team provides free technical assistance to help you understand your land's resources, identify management goals, and develop a plan for achieving them. We can connect you with soil scientists, range specialists, foresters, and other experts who can provide guidance tailored to your specific property and objectives. The District also helps new landowners access financial assistance through cost-share programs that reduce the expense of implementing conservation practices. From fencing and watering systems to erosion control and invasive species management, we can help you identify funding opportunities and navigate the application process. We work closely with the Natural Resources Conservation Service (NRCS), Idaho Department of Lands, and other agencies to bring federal, state, and local resources directly to Valley County landowners. Beyond technical and financial support, we provide educational resources to help you become a confident and capable land manager. We can recommend workshops, field tours, and training opportunities on topics like irrigation efficiency, livestock management, wildlife habitat, and sustainable forestry. We also connect new landowners with experienced neighbors and mentors who understand the unique challenges and opportunities of managing land in Valley County. Whether you're planning to run livestock, grow hay, manage timber, create wildlife habitat, or simply enjoy your property while protecting its natural resources, the District is your first stop for support. Contact us to schedule a site visit, ask questions, or learn about the programs and services available to help you succeed as a Valley County landowner.</image:caption>

      <image:title>Landowner Programs - Water and Soil Tests</image:title>
<image:caption>Water and Soil Tests Understanding the quality and characteristics of your water and soil is essential for protecting human health, managing productive land, and making informed decisions about your property. The Valley Soil and Water Conservation District facilitates access to water and soil testing services through Central District Health and other certified laboratories, helping landowners assess the resources that support their homes, livestock, crops, and ecosystems. Water Testing Water testing is important for landowners relying on private wells, springs, or surface water sources for drinking water, livestock, or irrigation. Standard water quality tests can identify bacterial contamination, heavy metals, nitrates, pH levels, and other parameters that affect water safety and usability. If you've recently purchased property with a private well, haven't tested your water in several years, or notice changes in water taste, odor, or appearance, testing is a critical first step. The District can help you understand which tests are appropriate for your situation and how to properly collect water samples for laboratory analysis. For drinking water, bacterial testing (coliform and E. coli) is essential, along with tests for nitrates if you have young children or pregnant women in your household. Livestock water may require different parameters, and irrigation water testing helps identify salinity or mineral content that could affect crop health or soil structure. Soil Testing Soil testing provides valuable information about nutrient levels, pH, organic matter content, and other soil properties that influence plant growth and land productivity. Whether you're planning a garden, establishing pasture, managing cropland, or assessing soil suitability for a septic system, soil testing takes the guesswork out of land management decisions. Agricultural soil tests help you optimize fertilizer applications, saving money while preventing nutrient runoff that can degrade water quality. By understanding your soil's existing nutrient levels, you can apply only what your crops need, improving yields while protecting streams and groundwater. Soil pH testing is particularly important in Idaho, where alkaline soils can limit nutrient availability to plants even when fertilizer has been applied. How to Get Started Contact the Valley Soil and Water Conservation District to learn about available testing options, sampling procedures, and costs. We can connect you with Central District Health for water testing kits and certified laboratories for soil analysis. After receiving your test results, District staff can help you interpret the findings and develop management recommendations tailored to your property and goals. Regular water and soil testing is an investment in your property's productivity, your family's health, and the long-term sustainability of Valley County's natural resources. Whether you're a new landowner establishing baseline data or an experienced manager fine-tuning your practices, testing provides the information you need to make sound decisions.</image:caption>

<image:title>Community Collaborations - North Fork Payette River Watershed Coalilition</image:title>
<image:caption>The North Fork Payette River Watershed Coalition brings together landowners, agencies, and community members to protect and improve water quality in our local watershed. This collaborative effort addresses critical issues including harmful algal blooms, sediment management, and Clean Water Act compliance while supporting the working ranches and recreational destinations that define Valley County. The North Fork Payette River is the lifeblood of our community, providing water for agriculture, recreation, wildlife habitat, and downstream uses. However, like many watersheds across the West, it faces mounting pressures from nutrient loading, sediment delivery, and seasonal algal blooms that threaten water quality and ecosystem health. The Coalition was formed to bring diverse stakeholders together, ranchers, irrigators, recreationists, residents, and government agencies, to develop collaborative solutions that protect both water quality and the agricultural heritage of the region. Through coordinated monitoring, restoration projects, and community engagement, the Coalition works to ensure the North Fork Payette River remains a healthy and vibrant resource for current and future generations. Efforts include riparian restoration along stream corridors, water quality monitoring to track progress, and implementation of best management practices on agricultural lands that reduce pollutant delivery to the river. The Coalition also works to secure funding for landowner cost-share projects that improve water quality while supporting productive working lands. The Valley Soil and Water Conservation District serves as a key partner in this watershed-wide initiative, connecting landowners with resources and technical support for water quality improvement projects. By facilitating communication between federal, state, and local agencies—including the Idaho Department of Environmental Quality, U.S. Bureau of Reclamation, Natural Resources Conservation Service, and local irrigation districts—the District helps landowners navigate funding opportunities and technical assistance programs. Whether you're interested in riparian fencing, alternative livestock watering systems, or erosion control projects, the Coalition and the District are here to support your efforts to protect the watershed we all depend on. If you're a landowner in the North Fork Payette River Watershed and want to learn more about how you can participate in Coalition activities or access resources for on-the-ground projects, contact the Valley Soil and Water Conservation District. Together, we can protect the water quality and natural beauty that make Valley County a special place to live, work, and recreate.</image:caption>

<image:title>Community Collaborations - South Lake Recreational Water and Sewer District: Closing America's Wastewater Access Gap</image:title>
<image:caption>The Valley Soil and Water Conservation District is partnering with the South Lake Recreational Water and Sewer District on the Closing America's Wastewater Access Gap (CAWAG) initiative. This critical infrastructure project addresses wastewater treatment needs in the South Lake area, protecting water quality in Cascade Reservoir and surrounding waterways. Access to adequate wastewater treatment is essential for public health and environmental protection, yet many rural communities across America—including areas of Valley County—lack modern wastewater infrastructure. The South Lake area has historically relied on individual septic systems, many of which are aging or inadequate for the soil conditions and density of development in the region. Failing septic systems can contaminate groundwater, degrade surface water quality, and pose risks to human health and aquatic ecosystems. The CAWAG initiative seeks to address this critical gap by developing centralized wastewater collection and treatment infrastructure for the South Lake community. The CAWAG initiative represents a significant investment in community health and environmental protection, bringing modern wastewater infrastructure to an underserved area. Through collaboration with federal, state, and local partners—including the U.S. Environmental Protection Agency, Idaho Department of Environmental Quality, and the Rural Community Assistance Corporation—this project will reduce pollution, protect drinking water sources, and support sustainable growth in Valley County. The project includes engineering design, construction of sewer collection lines, installation of a wastewater treatment facility, and community education about the benefits of centralized wastewater management. The District is proud to contribute technical expertise and community outreach support to this vital wastewater solution. As a trusted voice in the community, the District helps facilitate public meetings, answer landowner questions, and communicate the importance of this infrastructure investment for protecting Cascade Reservoir and the North Fork Payette River Watershed. Clean water is the foundation of our economy, our recreation, and our quality of life—and addressing wastewater gaps is an essential step in preserving these resources. Beyond the immediate environmental and health benefits, the CAWAG project will also support economic development and property values in the South Lake area by providing the infrastructure needed for sustainable growth. Improved wastewater management reduces nutrient loading to the reservoir, helping to prevent harmful algal blooms that can close beaches and impact tourism. It also protects the investments that families have made in their homes and properties by ensuring clean, safe water for generations to come. Community involvement is critical to the success of this initiative. The District encourages South Lake area residents and landowners to stay engaged, attend public meetings, and learn about how this project will benefit their community and the broader watershed. For more information about the CAWAG initiative, project timelines, and opportunities to provide input, contact the Valley Soil and Water Conservation District or visit the South Lake Recreational Water and Sewer District. Together, we're closing the wastewater access gap and building a healthier, more sustainable future for Valley County.
